Government 24 (정부24) translates its information pages into English. The screen where you actually submit an application often does not. A foreign resident reads the English page, assumes the whole process runs in English, and then lands on a Korean-only form with no toggle in sight.

This guide covers five separate government digital services that foreign residents run into sooner or later: Government 24, HiKorea (하이코리아), Sontax (손택스), electronic certificates (전자증명서), and the National Assistant (국민비서) notification service. Each one sits at a different point on the same scale: how much of the real, working system is actually in English, and what you need to log in.

Government 24: English pages, Korean-only submission

Gov24 is Korea's central civil-service portal. It handles certificate issuance, benefit applications, and general civil petitions for the whole country, not just foreign residents.

The English foreigner-services landing page, at gov.kr/portal/foreigner/en, is real and current. It covers four general-service categories plus three audience-specific tracks for foreign workers, marriage migrants, and foreign students, with roughly ninety distinct English-language links.

Two services show what the English support actually looks like:

Certificate of Alien Registration Fact (외국인등록 사실증명): proof that you have completed alien registration. Applying online is free, with processing "within 1 day (typically within 3 hours when submitted during business hours)". An in-person visit costs ₩2,000.

Certification of nationality, covering four sub-types (legal status regarding nationality, an acquisition certificate, renouncement of foreign nationality, and non-exercise confirmation): the same structure applies, free online, ₩2,000 in person, and processed within a day.

Extension of stay: you can apply from up to four months before your current stay period expires. The fee is ₩50,000. Processing takes 10 days for general matters and up to 2 months for cases needing further investigation. But this particular service runs through HiKorea's e-Application, not Gov24 itself, and the English page notes that "certain applications can only be filed in person, according to the Ministry of Justice Notice No. 2019-81 'e-Application Operation Notice' and based on each individual's status of stay."

Where the English stops

Follow the link from an English information page to the actual application form and the interface changes. The live submission page for the Certificate of Alien Registration Fact renders entirely in Korean: menu items read "정부24 / 검색 / My Gov / For Foreigners / 로그인 / 회원가입," with no English toggle. The eligibility note on that same page states that online applications cannot be filed by a representative, only by the applicant themself. The parallel page for a certificate of entry and exit facts (출입국에 관한 사실증명) is Korean-only in the same way.

The takeaway: read the English information pages to understand what a service does and what it costs. Expect the actual submission screen to require Korean, or a Korean-speaking friend sitting next to you.

HiKorea: the most complete system for foreign residents

HiKorea (하이코리아) is jointly run by the Ministry of Justice, the Ministry of Trade, Industry and Energy, and the Ministry of Employment and Labor. Its own description states its purpose plainly: to give foreign residents one window for investment, employment, residence, and daily-life information they need in Korea.

Click the English toggle on HiKorea's homepage and the entire navigation switches: "Petition Application / Information Lookup / Smart Entry Service / Information sharing corner / News & Announcements," complete with real, dated notices. This is a genuinely trilingual site (Korean, English, Chinese), not an English landing page bolted onto a Korean system.

The Ministry of Justice petition types listed on HiKorea's own overview page include a re-entry permit, short-term and long-term stay extensions, an extension for the purpose of departure, an employment or training status-change report, and the H-2 visa employment-start and workplace-change report.

The e-Application eligibility table

This is the single most useful fact in this guide. An official table published on Korea's National Law Information Center (law.go.kr) sets out exactly which visa statuses (체류자격) can and cannot use HiKorea's e-Application (전자민원) service, the online channel behind Gov24's extension-of-stay page.

Most existing advice about HiKorea stops at "you can extend your visa online." This table is why that advice is incomplete: a D-8 corporate investor, an E-7 designated-activities worker, an F-2 residence holder, an F-6 marriage migrant, or a G-1 other-status holder cannot use the standard online extension and must apply in person, while a short-term visitor extending their stay, or anyone requesting a re-entry permit, can use e-Application regardless of status.

This table is published as an official attachment on Korea's National Law Information Center. Each row cites its legal basis in the Immigration Control Act (출입국관리법): Article 25 for stay extension, Article 30 for re-entry permits, Article 35 for changes to registered items, Article 36 for address changes (with the Overseas Koreans Act for some cases), Article 24 for status-of-stay changes, Article 21 for workplace-change permits, and Article 20 for part-time work permits.

Signing in and business hours

HiKorea uses its own member ID and password, with a joint certificate (공동인증서) available as an alternative login through a linked certificate-authority site. Appointment reservation is available online at any hour, but e-Application submission itself is restricted to 07:00 to 22:00 on weekdays, excluding Saturdays, Sundays, and holidays.

Sontax and Hometax: filing taxes without reading Korean

The National Tax Service (NTS) runs Hometax (홈택스), its main online tax-filing portal, and Sontax (손택스), the mobile version.

NTS's own English website is real and actively maintained, with English-language guidance updated through 2026, including an annual "Individual Income Tax and Benefit Guide for Foreigners," published in English, Chinese, and Vietnamese as a downloadable document rather than an interactive tool.

Language listings for Sontax vary across sources, so check the app's own settings after installing rather than relying on any listing, this guide included. If you need English-language help with Korean taxes, use the NTS English website and its annual foreigner tax guide rather than expecting the app to switch languages for you.

NTS's English site lists a dedicated help line for English-language questions. The exact digits differ between sources this guide checked, so confirm the current number directly at nts.go.kr/english rather than relying on a number copied secondhand.

Filing comprehensive income tax (종합소득세) through Hometax or Sontax uses the same identity-verification layer as every other service in this guide: a joint certificate, a financial certificate, or carrier-based simple authentication. Electronic certificates: the paperless layer behind Gov24

Electronic certificates (전자증명서) are digital versions of official documents, such as a resident registration copy or a family relation certificate, stored in a digital document wallet (전자문서지갑) instead of printed on paper.

This is a real, current Ministry of the Interior and Safety program, formally part of a framework called Digital Service Open (디지털서비스개방). That framework groups the National Assistant, electronic certificates, and benefit notifications together, and names specific private-sector apps integrated with it, including Naver, KB Kookmin Bank, NongHyup, Toss, Samsung Wallet, and several regional banks.

Rather than a separate app you go and download, most foreign residents encounter this layer inside Gov24 itself, or inside Naver, Kakao, Toss, or a bank app they already use.

National Assistant: you're in scope, even though nobody says so

The National Assistant (국민비서) is a Ministry of the Interior and Safety service launched in March 2021. It has two parts: a notification service (알림서비스) and a consultation chatbot (상담서비스). Its own description frames the purpose as an online personal assistant that tells people the administrative information they need in advance, and answers their questions.

Nothing on the government's own pages frames this service as being "for foreigners." But its privacy policy states directly that it processes the foreign registration number (외국인등록번호) alongside the resident registration number, for the purpose of providing notification services. That single line confirms foreign residents are within scope, not just Korean citizens.

Notification categories that clearly apply to a foreign-registration-number holder include a passport-expiry pre-notice from the Ministry of Foreign Affairs, a national tax bill dispatch notice, a comprehensive income tax filing notice, a national pension claim notice, and a health-checkup notice from the National Health Insurance Service. The government has not published a statement confirming that every one of its many other notification categories is available to foreign residents specifically, so this guide names only the categories that are self-evidently applicable rather than claiming blanket coverage.

The National Assistant does not require its own dedicated app. It delivers notifications through apps you probably already have installed, including the Naver app, KakaoTalk, Toss, PASS apps from the major carriers, and several bank apps. The government periodically updates this list of connected apps, so check the current list on the Ministry of the Interior and Safety's own page before assuming a specific app is or isn't included.

Signing up requires one of three routes: simple authentication or a mobile ID, a joint or financial certificate, or a private ID from Naver, Kakao, or Toss.

Identity verification: the one requirement across every service

All five systems in this guide gate access behind the same identity-verification layer (본인인증). The name your carrier holds, the name on your Alien Registration Card (ARC, 외국인등록증), and the name on any linked bank account all need to match. A mismatch between these records is the most common reason a foreign resident's verification attempt fails.

Two methods generally work for foreign residents: phone-based verification through the PASS app or carrier SMS, and digital certificates, including the joint certificate, the financial certificate, or a private ID from Naver, Kakao, or Toss.

Korea's Any-ID system, the shared login layer behind Gov24, frames its own description around Korean nationals and does not explicitly confirm foreign-resident eligibility. In practice, foreign residents commonly use the same PASS, certificate, and private-ID logins tied to their ARC to reach Gov24, HiKorea, and Hometax.
