Foreign residents in Korea hit the same wall when setting up Naver: the app asks for identity verification before Naver Pay, shopping, or completing a Naver Reservation booking will work. Account creation is not the problem. Identity verification (본인확인) is.
The part that surprises most new arrivals: you do not need a Korean phone number to create a Naver account (네이버 계정). An overseas handset works for sign-up. What changes based on your phone situation is which services open up, and how quickly.
Why Naver services require identity verification
Korean law prohibits any information and communications service from collecting users' resident registration numbers (주민등록번호) directly, except in specific circumstances. Where a service may still collect the number under one of those exceptions, 개인정보 보호법 (Personal Information Protection Act) Article 24-2(3) requires it to also offer a way to sign up without using the number: that non-registration-number route is what 정보통신망 이용촉진 및 정보보호 등에 관한 법률 Article 23-2 calls alternative means (대체수단) (as of 2026-07-07, verify at law.go.kr).
In practice this means a service that needs to confirm who you are routes that check through a licensed identity verification agency (본인확인기관). The regulator's list covers four categories: the mobile carriers, i-PIN companies, credit-card issuers, and certificate providers, the last of which includes 금융결제원, 코스콤, Toss (비바리퍼블리카), and banks such as KB, Hana, Shinhan, and Kakao Bank. Naver routes its identity checks through these agencies. That is why "identity verification" on Naver almost always means a phone check, a certificate, or an i-PIN, not a direct ID scan by Naver itself.
The checkbox that changes what your account can do
When you create a Naver account, the sign-up form includes one opt-in checkbox: "실명 인증된 아이디로 가입" (sign up with a real-name-verified ID). Whether you tick it or not, you end up with a working account. What changes is when identity-gated services become available.
Tick the checkbox
Naver's sign-up help page states: "실명 인증된 아이디로 가입하시면 본인인증이 필요한 서비스(Npay, 쇼핑, 멤버십 등)를 가입 후 바로 이용하실 수 있습니다."
Tick it, and Naver Pay (네이버페이), shopping, and membership work immediately after sign-up. The requirement: "본인 명의 휴대전화가 필요합니다", a phone registered in your own name.
Leave the checkbox unticked
The account is still created and usable. Naver's documentation confirms you can verify later: "서비스 이용 중 본인인증이 필요한 서비스를 이용하실 때에는 아이핀 또는 본인 명의 휴대전화로 본인 인증을 완료해주셔야 합니다." Verification happens the first time a specific service asks for it.
The account does not need to be re-created. Naver confirms the upgrade path: "실명 확인된 아이디로 전환하실 수 있습니다"
This is the practical choice for anyone signing up with an overseas number: leave the checkbox unticked, complete sign-up, and verify when a service requires it.
Signing up with an overseas phone number
Naver's sign-up help page confirms this directly: "해외에서도 현지에서 이용하는 휴대폰으로 가입 가능합니다." An overseas handset works for the phone-verification step at sign-up.
What an overseas number does not do: Naver's own-name phone check runs through the Korean mobile operators and the budget carriers that resell their networks, which is what its help pages list. For identity-gated services later, you need either a Korean-registered phone, an i-PIN, or passport verification.
What a non-verified account can do
A Naver account without completed identity verification can:
- Search Naver Map (네이버 지도) and get walking or transit directions: Naver's help pages for the map home, address search, and transit directions describe these features and name no identity step
- Save places to your personal list in Naver Map (Naver's help page for the save feature names signing in with a Naver ID as the condition, and mentions no identity check)
- Browse availability in Naver Reservation (네이버 예약): Naver's Reservation-tab help page describes browsing bookable places and products and names no identity step. Completing a reservation is different: see below.
What stays locked until you verify
These services require a completed identity check before they work:
- Naver Pay: Charging your account or making purchases.
- Naver Shopping: Completing transactions.
- Naver Membership (멤버십): Subscription features.
- Completing a Naver Reservation booking (네이버 예약): Naver's own how-to-book article states that only a personally real-name-verified Naver account aged fourteen or older can complete a reservation. Naver's passport verification (여권 인증, see below) exists to give foreign visitors without a Korean phone number a way to reach that requirement: it was introduced to unlock Naver Map reservations, ordering, and payment. Where a business uses Naver Pay, payment happens at the same time as the booking; where it does not, only the reservation is made and payment is arranged with the business directly.
- Naver Cafe safe-transaction (안전거래): Naver confirmed in August 2025 that participation in this peer-to-peer transaction feature requires Naver Certificate (네이버 인증서) verification: "검증된 이용자만 거래에 참여할 수 있도록 네이버 인증서를 통한 본인 인증을 의무화했으며."
Getting verified with a Korean phone number
If you have a Korean mobile line, phone-based verification is the direct path:
- Open your Naver account settings.
- Find the identity verification section.
- Select phone verification and enter your Korean mobile number.
Budget carriers (알뜰폰) work. Naver's help page confirms: "네이버에서는 알뜰폰으로도 본인 명의 휴대전화 인증이 가능합니다." Supported operators include carriers on the SKT, KT, and LG U+ networks. Check Naver's help page for the current roster, as the list of supported MVNOs changes.
Corporate phones (법인 명의 휴대전화) also work, per Naver's help documentation, with per-carrier differences in available verification methods.
Getting verified without a Korean phone number
Two routes are available for foreign residents who cannot use a Korean carrier line.
Route 1: i-PIN (아이핀)
i-PIN is a cyber identity number used in place of a resident registration number, created under government auspices for confirming who you are online.
New i-PINs are issued online by three private agencies: NICE평가정보, SCI평가정보, and Korea Credit Bureau (코리아크레딧뷰로). The Ministry of Justice's own identity page sends new applicants to those same three companies, and Naver's i-PIN help page links to them too. Start at one of their sites to see what they can issue to you and what they accept as proof.
Once issued, an i-PIN works as a verification method on Naver instead of a phone. This is the more established route for long-term foreign residents who need access to Naver Pay and shopping.

Route 2: Passport verification (여권 인증)
On June 4, 2026, Naver introduced passport verification for users without a Korean phone number. Naver's press release describes the flow as smartphone-only, with multiple verification steps: "스마트폰만으로 쉽게 인증할 수 있고, 여러 단계의 확인을 거쳐 신뢰성, 안전성을 높인."
What it unlocks: Naver Map reservations, ordering, and payment ("네이버 지도 예약, 주문, 결제"), per the same press release.
Naver framed this feature around short-term foreign visitors without a domestic phone number. Whether it covers the full range of identity-gated services (including Naver Pay charging and shopping) for long-term foreign residents was not addressed in the launch announcement. If you need access to Naver Pay and shopping, start with the i-PIN route.
