Key facts

  • Seoul's 더 아름다운 결혼식 program lists 61 public venues across the city (expanded from 25 in 2024), from Hanok houses to Han River spaces. Contact: 1899-2154 or wedding.seoulwomen.or.kr.
  • Seoul, Busan, Daegu, and Incheon each offer up to 1,000,000 KRW in subsidies per couple for small weddings. At least one partner must be a resident of the relevant city to qualify.
  • Busan supports 20 couples per application cycle across its public venues. Incheon supported 40 couples in its 2025 inaugural cycle. Both apply via 보조금24 at plus.gov.kr.
  • Seoul public venue bookings for popular dates fill 6 to 12 months in advance. Some venues prohibit bookings within 3 months of the wedding date.
  • A courthouse-only wedding (district office registration, no ceremony) costs 0 KRW. A family dinner afterward is the only added cost.
  • A small public-venue wedding in Seoul, after the 1,000,000 KRW subsidy, typically runs 3,000,000 to 8,000,000 KRW total, excluding the studio-dress-makeup package.

The national median cost of a Korean hall wedding, including the studio-dress-makeup (스드메) package, was 21,010,000 KRW in the Korea Consumer Agency (한국소비자원) April 2025 survey. Four Korean cities run programs that bring that number down significantly, with public venues and subsidies up to 1,000,000 KRW per couple.

This guide covers every city program, plus the alternatives that have nothing to do with government programs at all.

The small wedding (작은결혼식) movement in Korea

The term small wedding (작은결혼식) describes something specific in the Korean context: a wedding that deliberately steps outside the commercial wedding hall format. Fewer guests, a non-commercial venue, a lower budget. The Korean government has been actively promoting this for over a decade, and city-level programs now operate in Seoul, Busan, Daegu, and Incheon.

For foreign residents, the small wedding path makes sense for reasons that go beyond cost. If you did not grow up inside Korea's wedding industry, the standard Korean hall wedding can feel opaque and expensive at the same time. The expectations around the studio-dress-makeup package, the guest count, the catering per head, and the in-law gift negotiations can feel like a system you are coming to from the outside.

Small weddings sidestep much of that. They are common among:

  • Couples who simply do not want a large event, regardless of budget
  • Mixed-nationality couples where one partner's family is abroad and a 200-person hall makes no logistical sense
  • Couples having a second marriage, where a low-key ceremony fits better
  • Anyone looking at the cost table and deciding there is a better use for 20 million KRW

The legal outcome is identical to a hall wedding. The ceremony format does not affect the legal validity of the marriage. What makes the marriage legal is the marriage report (혼인신고) filed at a district office (구청) afterward.

Seoul: the 더 아름다운 결혼식 program

The most extensive small wedding program in Korea is run by the Seoul Women's Foundation (서울여성가족재단) under the name 더 아름다운 결혼식, which translates roughly as "a more beautiful wedding."

Portal: wedding.seoulwomen.or.kr Phone: 1899-2154

Seoul announced a 2026 종합 결혼 지원 계획 that expands the program further, adding supplementary support for theme weddings such as small weddings, traditional ceremonies, and eco-friendly weddings, and it continues to promote ceremonies of 100 guests or fewer. Demand is high: hundreds of 2026 dates were already booked early in the year.

Venues

The program lists 61 public venues across Seoul (expanded from 25 in 2024). The venues span several categories:

  • Hanok houses (한옥): Traditional Korean wooden architecture. Several within Seoul's historic Bukchon and Jongno areas.
  • Outdoor park and garden spaces (야외 예식장): Most outdoor venues have no venue rental fee. These include parks in every district.
  • Namsan-view halls: Indoor and outdoor spaces with views of the mountain.
  • Han River locations: Spaces along the Hangang, including rooftop-accessible areas.
  • University facilities: Formal indoor halls with capacity for larger small weddings.
  • Cultural halls and performance spaces: Community arts venues with flexible layouts.

Capacity ranges from 50 to 200 guests depending on the venue.

Pricing

  • Many outdoor park and garden venues: free venue rental (대관 무료)
  • Some indoor halls, such as Seoul Education University facilities: 375,000 to 425,000 KRW per hour
  • Specialty venues such as Literature House Seoul (문학의집 서울): around 500,000 KRW

(as of 2025 program data, verify current pricing at the portal)

The 1,000,000 KRW subsidy

If at least one partner holds an active Seoul resident registration (주민등록) from the application date through the wedding day, the program provides up to 1,000,000 KRW toward wedding essentials such as basic equipment and decor costs (비품비).

The residence requirement is about where you are registered, not citizenship. Foreign residents registered at a Seoul address typically satisfy this condition. Call 1899-2154 to confirm your situation before booking.

Booking lead time

Plan 6 to 12 months ahead for popular venues and dates. Some venues restrict bookings within 3 months of the wedding date. Use the portal's online consultation or call to check availability early.

Regional equivalents

Seoul's program is the largest, but three other major cities run parallel small wedding programs, each with the same 1,000,000 KRW subsidy model.

  • Suyeong Historic Park (수영사적공원)
  • District office multipurpose halls
  • Women's Cultural Center Main Hall (여성문화회관 대강당)

Ask the program desk for the current full venue list, as the lineup changes between cycles.

Subsidy: Up to 1,000,000 KRW per couple toward venue rental, decorations, photography, attire, catering, and event costs.

Slots available: 20 couples per application cycle.

Eligibility: At least one partner must be a Busan resident (주민등록 거주자). Eligibility for non-Koreans is not addressed in the public program description, so confirm with the program desk before applying.

Daegu's program structure differs from Seoul and Busan in one key respect: the total wedding cost must be under 10,000,000 KRW to qualify. The venue must be a public facility, religious facility, park, or other small-scale appropriate location. Commercial wedding halls are excluded.

Subsidy: Up to 1,000,000 KRW per couple.

Eligibility: At least one partner must be a Daegu resident. Total planned wedding cost under 10,000,000 KRW. Eligibility for non-Koreans is not addressed in the public program description, so confirm with the program desk before applying.

How to apply: Through 보조금24 at plus.gov.kr. Submit the application, a resident registration copy, and venue confirmation to Daegu's 출산보육과.

Incheon: 아이플러스(i+) 맺어드림 program

Source: Incheon Youth Portal (youth.incheon.go.kr) primary listing for the 아이플러스(i+) 맺어드림 (나만의 결혼식) program

Incheon supported 40 couples in its 2025 inaugural cycle, the largest single-cycle number of any city program at the time. The 2026 quota is not yet confirmed, so check directly before planning around it.

Public venues include:

  • Harbour Park Hotel (하버파크호텔)
  • Sangsang Platform Gaehang Plaza (상상플랫폼 개항광장)
  • Incheon Citizen-Ae House (인천시민애집)

These three are examples; the full Incheon venue pool is 15 public facilities (인천시 공공시설 15곳). Ask the program desk for the current full list.

Subsidy: Up to 1,000,000 KRW per couple. Venue rental is free.

Additional benefits: Wolmi Sea Train 50% weekday discount for the couple; health check discounts.

Eligibility: At least one partner must be an Incheon resident. Eligibility for non-Koreans is not addressed in the public program description, so confirm with the program desk before applying.

How to apply: Via the Incheon Youth Portal (youth.incheon.go.kr). Program contact: 032-440-2808, the Population Strategy Planning Division (인구전략기획과). The Gyeyang-gu Family Center can help with application support.

Hotel small wedding packages

Korean hotels offer compact wedding packages designed for intimate events. These are not city-subsidized programs. They are commercial offerings, but they are meaningfully smaller than commercial wedding halls.

A typical hotel small package is structured for 20 to 50 guests and typically includes the ceremony space, basic floral arrangements, a catering package, and sometimes accommodation for the couple.

Pricing varies widely depending on the hotel tier, the number of guests, and what is included. Mid-tier business hotel packages sit well below luxury-hotel packages, which can run several times higher. There is no official price of record for these commercial packages, so request quotes directly.

Request quotes directly from hotels. Prices are negotiated, and what is included in the base price versus charged additionally (photography, alcohol, cake) varies significantly by property.

Restaurant private room: the family-only model

One of the simplest small wedding formats requires no program application and no venue booking beyond a restaurant reservation.

Book a private room (개인실 or 프라이빗 룸) at a Korean restaurant that accommodates 10 to 30 people. Host both families for dinner. No ceremony, no wedding hall, no studio-dress-makeup package (스드메). The cost is the dinner.

This approach suits couples who want the family gathering without any ceremony format. It also works well when one partner's family has traveled from abroad and the priority is time together rather than a structured event.

Cost is determined by the restaurant and the number of guests. A private dinner for 15 to 30 people at a mid-tier Korean restaurant runs from modest to substantial depending on the menu and location, so confirm the per-head price when you reserve.

The marriage report (혼인신고) at the district office is still the required legal step regardless of what you do for the gathering.

Courthouse-only plus dinner

This is the leanest path available. Go to the district office (구청), file the marriage report (혼인신고), and have dinner with both families afterward.

The registration filing costs nothing. The only required documents are those needed for the legal registration itself: the marriage report form (혼인신고서), the Certificate of No Impediment (혼인성립요건구비증명서) from your home country, and any other documents required for your specific path. See the marriage registration guide for the full document checklist.

Total cost is whatever you spend on dinner. A family dinner of 10 to 20 people costs as much or as little as the restaurant you pick, so the only real variable is the venue and guest count.

Many couples who choose this path also arrange a separate celebration in their home country for family abroad, at a later date. The Korean legal marriage stands regardless of when or where that happens.

Photoshoot-only: no live ceremony

A growing group of couples, particularly those whose families are based in different countries, choose to complete the district office registration and do the studio-dress-makeup (스드메) experience with a professional photoshoot, but hold no live ceremony at all.

Photos are then shared with family remotely. The couple may plan a casual dinner or gathering separately.

This approach makes practical sense when:

  • Family in your home country cannot travel to Korea for a live event
  • You want the visual record of the wedding without the ceremony format
  • You are on a tight budget and the studio session is the part that matters to you

A standalone pre-wedding photoshoot (웨딩 스튜디오 촬영), purchased outside a full 스드메 bundle, is priced by each studio. A basic indoor studio shoot with digital files only sits at the lower end, while a premium or outdoor shoot with album and prints costs considerably more. Ask studios directly for current quotes.

(The Korea Consumer Agency publishes 스드메 package medians, not standalone studio shoot prices, so there is no official figure for a shoot on its own.)

Realistic cost ranges by wedding type

The table below draws from Korea Consumer Agency (한국소비자원) April 2025 survey data and city program data from Seoul, Busan, Daegu, and Incheon. All figures exclude housing (신혼집), honeymoon travel, and in-law gift exchanges (예단, 예물), consistent with how the hub covers costs.

Frequently asked questions

Do I qualify for the Seoul small wedding subsidy as a foreign resident?

The stated condition is that at least one partner is registered as a Seoul resident (주민등록) from the application date through the wedding day. Nationality and visa type are not listed as eligibility conditions, but the public program description does not explicitly address foreign residents. Contact the Seoul Women's Foundation at 1899-2154 to confirm your specific situation before booking.

Can I have a small wedding without any ceremony at all?

Yes. Registering the marriage at a district office (구청) is the only legally required step. There is no requirement to hold any ceremony. Courthouse-only registration costs nothing. Some couples follow it with a family dinner; others do not.

How far in advance do I need to book a Seoul public wedding venue?

Plan 6 to 12 months ahead for popular dates and venues. Some venues prohibit bookings within 3 months of the desired date. Call 1899-2154 or use the online consultation on the portal at wedding.seoulwomen.or.kr to check availability.

Show all 8 questions

Is a small wedding legally the same as a hall wedding?

Yes. The format of the ceremony has no effect on the legal validity of the marriage. What makes the marriage legal is the marriage report (혼인신고) filed at a district office, not the type of venue or size of the event. Both routes require the same registration step.

What does 'at least one partner must be a resident' mean for the subsidy?

It means at least one person in the couple must have an active resident registration (주민등록) in the relevant city. For Seoul, this requirement applies from the application date through the wedding day. If you are on a long-term visa and registered at a Seoul address, you typically satisfy this. Verify with the program directly.

How do I apply for the Busan or Incheon small wedding subsidy?

Apply through 보조금24 at plus.gov.kr. For Busan, you can also email baetae04@korea.kr. For Incheon, the program desk is the Population Strategy Planning Division (인구전략기획과) at 032-440-2808. Confirm venue availability before submitting the subsidy application. Both cities run competitive cycles with a fixed number of couples per round, so apply early.

What is a photoshoot-only wedding?

Some couples, particularly those with family abroad who cannot travel, do the studio-dress-makeup (스드메) package and a professional photoshoot with no live ceremony. They register the marriage at the district office separately and share photos with family remotely. This is a growing option. Total cost depends on the studio and styling choices.

What is the cheapest legal way to get married in Korea?

Register the marriage at a district office (구청) with the required documents. This costs nothing. The marriage report (혼인신고) filing fee is 0 KRW. A marriage certificate (혼인관계증명서) issued afterward is free online via 정부24 or the Supreme Court e-family (전자가족관계등록) registry; an in-person or kiosk copy costs 1,000 KRW.
